Presidential Pressure for Repatriation President Luiz Inácio Lula da Silva has called on the United States to return Alexandre Ramagem, the former chief of Brazil’s intelligence agency (Abin), to face justice. Speaking on Tuesday, Lula insisted that the fugitive must be extradited to serve his 16-year prison sentence, stating that individuals who threaten democratic institutions must be held accountable.
Capture in Florida Ramagem, a close associate of former President Jair Bolsonaro, was detained by U.S. Immigration and Customs Enforcement (ICE) in Orlando on Monday. He had been a fugitive since September 2025, after fleeing Brazil following a conviction for his involvement in a conspiracy to overturn the 2022 election results. While some reports suggested his detention followed a minor traffic violation, the Brazilian government is treating the capture as a major step toward enforcing his sentence.
The “Parallel Abin” Scandal In addition to the coup allegations, Ramagem is the central figure in a domestic spying scandal. He is accused of leading an illegal operation that used sophisticated software to track the cell phone locations of thousands of private citizens—including political opponents, journalists, and Supreme Court justices—during his tenure as intelligence head.
A Diplomatic Test Lula’s public demand puts pressure on the U.S. government to process the extradition request swiftly. However, the situation is complicated by Ramagem’s reported pursuit of political asylum in the United States. The outcome of this case is seen as a pivotal moment for Brazil’s efforts to prosecute high-ranking officials from the previous administration who are currently living abroad.
